PRINCIPLES OF THE NETWORK PROJECT

- Stability which is reached by adherence of participants to various aspects of the basic theme MEGAREGION - NETWORK CONFEDERATION.

- Absence of financing on the part of the state, various funds or private persons, which does not mean the absence of opportunity for non-financial support by the project participants.

- Absence of heads and directing bodies, except for a small group of the volunteers coordinating communications, themes and conditions of carrying out sessions.

- Absence of state or other registration, except for registration of a free-of-charge Web-site in the Internet.

- Absence of a constant place for sessions and headquarters.

- Absence of rigid planning.

The Project "Mega Region - Network Confederation" was prepared for implementation by a small group of intellectuals in July - September, 2002

The beginning of the project:  October 30, 2002, St.Petersburg, Russia

 The network environment is a much more effective tool in comparison with the bureaucratic environment while solving complex, non-traditional, unclearly formulated problems, as well while acting in unstable, quickly changing conditions.
